FAQs

What is a Lease for Life?
You are not purchasing the apartment; your Ingoing Contribution gives you the right to occupy the apartment for life. A Lease for Life is just that; an agreement for you to lease the apartment for life, where RAAFA retains ownership of the property itself.

An Ingoing Contribution is the amount that you pay to enter into an Agreement to Lease. The Ingoing Contribution is refunded after you exit the apartment, less the Exit Fee. Sometimes this is also known as a Deferred Management Fee (DMF).

raafa shall establish a reserve fund held by raafa for the purpose of reimbursing costs and expenses such as capital replacements. These costs assist with maintaining the Stirling Apartments residential common areas, except where those costs are covered by the operational budget. Please see the Resident Contract for further information. A reserve fund contribution will be calculated daily at 1% of the Ingoing Contribution for each year, or part thereof, and is capped at 8% of that total after 8 years of annual fee days.

When you leave the estate, you will receive a refund of your initial Ingoing Contribution less 5% per year for the first 3 years, and a further 3% per year for the next 5 years, capped at 30% after 8 years (calculated pro rata to the day of vacating the apartment).

Apart from the costs associated with acquiring your apartment, residents are required to pay a monthly recurrent charge. This covers ongoing costs such as:

• Building insurance
• Council fees
• Maintenance of common grounds
• Maintenance of building exterior
• Internal maintenance such as plumbing and electrical
• Services such as Estate Administration and security
• Emergency call out service
• Running costs of recreational and other facilities (offset by user charges)

Residents of Stirling Apartments at the Air Force Memorial Estate will pay a monthly operating cost of 35% of the single aged pension. Residents are required to be members of raafa.

Apart from food and personal expenses the main costs you need to budget for are (but not limited to):
• Telephone and internet
• Electricity
• Contents insurance

Once you have viewed the Stirling Apartment Plans to secure your chosen apartment at our information session, you will be contacted to make an appointment to reserve your apartment.

At this appointment a refundable $1000 reservation fee will be paid. The next stage of the process is to meet with our Retirement Living Coordinator who will provide you with an Agreement to Lease and a blank copy of the Resident Contract which will be explained to you.

You will have 10 business days to consider the information and if you wish to proceed, you will be required to pay a $10,000 deposit and a nonrefundable $1500 administration fee, to cover legal and administration costs involved in preparing the necessary contract documents.

You will then sign the Agreement to Lease. No further payments are required until the apartments are completed. The deposit and your reservation payment will be deducted from the ingoing contribution when your apartment is ready for occupancy.

Do I need to become a raafa member? Yes. To be a resident on the Estate you need to become a raafa member. You can choose to become an Associate raafa member (free of charge, although you have no voting rights) or an Ordinary raafa member (this is $66 per year and includes voting rights).

The rights of residents of retirement villages are protected by the WA Government’s Retirement Villages Act 1992 and the Fair Trading (Retirement Village Interim Code) Regulations.

When you wish to vacate, you will be required to submit a notice to vacate, and your entry contribution will be refunded (minus the Exit Fee) according to your resident agreement. You are not required to pay for marketing fees or refurbishment costs.

On completion of your apartment, an appointment will made with you to complete a formal Contract disclosure that explains the contents of your Contract. Following this you will be given 10 business days to review your contract prior to final execution of your Resident Contract.

Your ingoing contribution less the deposit and reservation payment is payable in full prior to you receiving the keys to your apartment. Stirling Apartments are expected to be completed in mid 2025.

Yes of course. This is your home. Friends and family are very welcome to stay with you in your apartment for a period of time, and they may use some of the communal facilities while in your company.

Leaving your own home is often a difficult decision when considering a move to retirement living. As in all RAAFA estates, building and group maintenance is undertaken and paid for by RAAFA. Equally important are the lifestyle benefits of living in a close-knit community where traditional values of shared responsibility, mutual respect and concern for neighbours are valued by all residents.

raafa suggests that you seek financial or legal advice prior to signing any agreement.

The Air Force Association (Western Australian Division) Incorporated trading as raafa is a not-for-profit organisation committed to meeting the needs of its members rather than the profit requirements of shareholders. Surplus resources are reinvested into the organisation to provide enhanced facilities, services and value to members. This philosophy has resulted in RAAFA becoming one of the largest and most trusted retirement living and residential care providers in Western Australia.

There are no restrictive criteria for membership of raafa. You don’t need to be ex-service.
